After a decade of international democracy support experience, co-founding Open Montreal, volunteering on non-profit board of directors, and holding positions in political, government, and legislative institutions, Jean-Noé joined Open North in 2014 as Director of Strategic Initiatives and became Executive Director in 2015. Founded in 2012, Open North started as a small start up specialized in open data standards and civic tech. Today, Open North’s team consists of 25 full-time staff and advisors are recognized national and global leaders specialized in data governance, open data, data-driven citizen engagement, and open smart communities by driving research, capacity-building, and network collaboration across and within sectors to advance the responsible and effective use of data and technology. Under Jean-Noé’s leadership, Open North’s Advisory Service and Applied Research Lab’s e-learning curriculum, data governance approach, and data-driven public consultation model are integrated into our integrated values-driven services. Jean-Noé is part of the directing committee of the International Observatory on the Social Impact of Artificial Intelligence (OBVIA), member of the Steering Committee of the Smart Cities Challenge of the City of Montreal, a national jury member of Canada’s Housing Supply Challenge, and Fellow of the Center for Law, Technology and Society of the Faculty of the University of Ottawa.
